On 21 July 2022, the National Committee for Disaster Reduction issued a circular on the 14th Five-Year Plan for Comprehensive National Disaster Prevention and Reduction. By 2025, significant progress will have been made in modernising the natural disaster prevention and control system and the prevention and control capacity, and a natural disaster prevention and control system will be basically established that is integrated and efficient, with clear responsibilities, prevention and control, and social participation, and coordinated with high-quality economic and social development. By 2035, the modernisation of the natural disaster prevention and control system and the prevention and control capacity will be basically realised, and the prevention and response to major disasters will be more powerful, orderly and effective.

Comprehensive disaster monitoring and early warning platform basically established 

The mechanism of comprehensive disaster monitoring and early warning information reporting and sharing, joint consultation and research, and early warning response linkage has been improved, the collectivity, accuracy and timeliness of disaster early warning information has been further improved, and the public coverage rate of disaster early warning information dissemination has reached 90%. 

Building a comprehensive national natural disaster risk base database by type and region

Comprehensive natural disaster risk maps and prevention and control zone maps at national, provincial, municipal and county levels were prepared, and national capacity for comprehensive disaster risk assessment was significantly enhanced.
